Sir:-
I have the honour to enclose a copy of a des-
patch addressed by the Governor of Hongkong to the
Secretary of State for the Colonies in which His
Excellency gives a narrative of events connected
with the plague. The despatch is published in the
Hongkong papers by the authority of the Governor.
The greater portion of the despatch refers to
matters within the colony, and calls for no remarks
from me; but there are also some paragraphs relating
to affairs at Canton which may give rise to some mis
conception, and to these I beg to call your atten-
